American Lending Center (“ALC”, formerly “US Employment Development Lending Center”), headquartered in Long Beach, CA, was registered as a private non-bank lender in California in June 2009. In April 2010, the United States Citizenship and Immigration Services (USCIS) designated ALC as an EB-5 regional center. In November 2010, ALC obtained a California Finance Lenders License and started its commercial lending business.
ALC specializes in originating and participating in senior construction-to-permanent loans to qualified small and medium sized businesses and always use a senior loan structure to protect EB-5 capital. These loans are often made in conjunction with US government backed loan programs such as the SBA 504 loan program. Unlike other banks and non-bank lenders, ALC has exclusively raised its lending capital through the EB-5 program and has successfully made the capital accessible to the U.S. small business community through conventional bank financing with full government support. ALC’s unique lending requirements also offer its bank partners significant flexibility and clear advantages in the loan participation.
As of December 2018, ALC has fully financed over 80 small business projects in 19 different states with EB-5 capital in the senior loan structure, contributed to a combined construction budget of over one billion dollars, and successfully created more than 10,000 full time jobs nationwide. Its unique risk control approach of utilizing credit underwriting resources, in conjunction with its pioneering efforts in engaging third party construction firms to control construction funds and guarantee the completion of construction, work together seamlessly and have so far achieved a 100% project completion rate. Meanwhile, the immigration counsel and legal team of ALC have maintained a more impressive ultimate approval rate of 100% for all the immigration petitions filed.
In October 2017, ALC CEO John Shen received the Coleman Report’s “SBA 504 Lender of the Year Award.”
