John Shen – Chief Executive Officer
John was born in China and obtained his undergraduate degree from Peking University Law School in 1992 and Masters Degree in Statistics and Decision Sciences from Duke University in 1996. He worked in the pharmaceutical industry before starting his own real estate business in 2002. Since then John has presented as a key note speaker at hundreds of national and regional conferences and seminars. In June 2009, John founded American Lending Center, LLC — formerly known as US Employment Development Lending Center — a USCIS designated EB-5 regional center and California Finance Lender in Long Beach, California. This is the only EB-5 program in the US that focuses on small business lending through government backed programs. In January 2015, John and his associates formed the private equity firm Sunstone Management. Since then the firm has successfully funded a number of SBA backed projects.
Bruce Thompson – President
Bruce is a Republican politician from California. He served in the California State Assembly, representing the 66th Assembly district from 1994 until he was termed out in 2000. He was later appointed by President George W. Bush as the Region IX Administrator for the U.S. Small Business Administration where he served from October 2001 to January 2009. Bruce was a delegate to the 2000 Republican National Convention in Philadelphia, PA and the 2008 Republican National Convention in St. Paul, MN. In 2012, Bruce served as a regional campaign manager for Mitt Romney and was a delegate for the third time at the 2012 Republican National Convention. Since 2011, Bruce has served as President of Regional Centers Holding Group, one of the most successful and unique EB-5 business operations in the U.S. In 2015, he co-founded Sunstone Management, a private equity firm that focuses on small business financing. Bruce brings 36 years of legislative and government experience to Regional Centers Holding Group and Sunstone Management and has been truly valuable for the organization.
Stella Zhang – Chief Operating Officer
Stella was born and raised in China and obtained her MBA degree from the University of California, Irvine. Ms. Zhang has over fifteen years of experience in the immigration services industry and has brought in tremendous expertise in managing and servicing investors to Sunstone. She was one of the founders of Sunstone Management. Stella served as the chief operating officer for Regional Centers Holding Group and has led the company to success in three years since 2011. She has taken primary responsibility in managing and coordinating the development and implementation of many SBA projects in the U.S. Her experience and leadership in operational management of Regional Centers Holding Group and Sunstone Management is a great asset to the company.
Justin Blackhall – VP, Finance Counsel
Justin was born and raised on St. Thomas, U.S. Virgin Islands and currently resides in New Jersey. He earned his J.D. from the Benjamin N. Cardozo School of Law and his B.A. from Syracuse University. He has clerked for the Honorable Shira A. Scheindl in in the District Court for the Southern District of New York, the Honorable Thomas B. Bennet in the Bankruptcy Court for the Northern District of Alabama and the Honorable Thomas K. Moore in the District Court of the Virgin Islands. As a shareholder and the founding member of Blackhall, P.C., Justin’s practice focuses on the representation of U.S. and international bank and non-bank lenders in complex financing transactions, capital raising endeavors and compliance in addition to the creation and deployment of secondary market and securitized loan products (with a specialization in representing lenders in SBA loan related transactions). Justin has closed lending/finance transactions valued at over $2 billion and has raised over $500 million of private equity capital. He joined Sunstone in 2015 and his main responsibilities are transaction oversight, financial counsel and SEC compliance. In addition he has led Regional Centers Holding Group and Sunstone in investment sourcing, planning and structuring.
Scott Wagner – Economist
Scott serves as Regional Center Holding Group and Sunstone Management’s lead economist. Scott worked on-site with USCIS’s EB-5 Immigrant Investor adjudications division from 2011 to 2013. He was a team leader and supervisory economist for a group of consultants that was instrumental in shaping many of the current adjudicative and administrative procedures of the EB-5 program. In 2014, Scott started Wagner Consulting Group, an economic advisory firm. His expertise and insider knowledge have contributed significantly to RCH’s success. Scott’s work experience includes over 10 years at San Diego State University, San Francisco State University, and several economic consulting firms, where he has conducted research and analysis on topics such as the economic impacts of tourism and U.S.-Mexico border affairs and trade. Mr. Wagner received an M.A. in Economics from San Diego State University and a B.A. in Economics and Business from Westmont College. Mr. Wagner’s master’s thesis investigated trends in Chinese foreign direct investment in the early 2000s.
