John Shen – Chief Executive Officer
John Shen is a creative pioneer in the regional center business, integrating the EB-5 operation into U.S. federal lending programs such as the SBA 504 program. He obtained his undergraduate degree in Commercial Law at the Law School of Peking University in 1992 and a master’s degree in Statistics and Decision Sciences at Duke University in 1996. Mr. Shen had 14 years of work experience in real estate and finance in the U.S. before his EB-5 start-up American Lending Center LLC (formerly USEDLC) received USCIS designation as a regional center in April 2010and in November 2010 approval by the State of California to be a licensed finance lender. In 2015, ALC introduced a professional fund control and completion guaranty program to its projects, and has since led the industry in security compliance of fund using. As of October 1, 2017, as the most dominant SBA 504 non-bank lender and the only lender using EB-5 funds, ALC has successfully financed 65 SBA 504 projects in 17 states and achieved a 100% success rating. Shen therefore won the 2017 Coleman SBA 504 Lender of the Year Award, the highest annual honor in small business lending industry by the most prestigious media outlet Coleman Report.
Bruce Thompson – President
Bruce is a Republican politician from California. He served in the California State Assembly, representing the 66th Assembly district from 1994 until he was termed out in 2000. He was later appointed by President George W. Bush as the Region IX Administrator for the U.S. Small Business Administration where he served from October 2001 to January 2009. Bruce was a delegate to the 2000 Republican National Convention in Philadelphia, PA and the 2008 Republican National Convention in St. Paul, MN. In 2012, Bruce served as a regional campaign manager for Mitt Romney and was a delegate for the third time at the 2012 Republican National Convention. Since 2011, Bruce has served as President of Regional Centers Holding Group, one of the most successful and unique EB-5 business operations in the U.S. In 2015, he co-founded Sunstone Management, a private equity firm that focuses on small business financing. Bruce brings 36 years of legislative and government experience to Regional Centers Holding Group and has been truly valuable for the organization.
Stella Zhang – Chief Operating Officer
Stella was born and raised in China and obtained her MBA from the University of California, Irvine. Stella has over fifteen years of experience in the immigration services industry and has brought in tremendous expertise in managing and servicing investors. Since 2011, Stella has been the Chief Operating Officer of Regional Centers Holding Group and has led the company throughout a period of rapid growth and success. She is also one of the co-founders of Sunstone Management. Stella has taken primary responsibility in managing and coordinating the development and implementation of many SBA projects in the U.S. Her experience and leadership in operational management of Regional Centers Holding Group is a great asset to the company. In 2017, Stella won the Coleman Emerging Leader Award from the influential Coleman Report media outlet..
Justin Blackhall – VP, Finance Counsel
Justin was born and raised on St. Thomas, U.S. Virgin Islands and currently resides in New Jersey. He earned his J.D. from the Benjamin N. Cardozo School of Law and his B.A. from Syracuse University. He has clerked for the Honorable Shira A. Scheindl in in the District Court for the Southern District of New York, the Honorable Thomas B. Bennet in the Bankruptcy Court for the Northern District of Alabama and the Honorable Thomas K. Moore in the District Court of the Virgin Islands. As a shareholder and the founding member of Blackhall, P.C., Justin’s practice focuses on the representation of U.S. and international bank and non-bank lenders in complex financing transactions, capital raising endeavors and compliance in addition to the creation and deployment of secondary market and securitized loan products (with a specialization in representing lenders in SBA loan related transactions). Justin has closed lending/finance transactions valued at over $2 billion and has raised over $500 million of private equity capital. He joined Regional Centers Holding Group in 2015 and his main responsibilities are transaction oversight, financial counsel and SEC compliance. In addition, he has led Regional Centers Holding Group in investment sourcing, planning and structuring.
Scott Wagner – VP, Economist
Scott is an economist specializing in the EB-5 program. From 2011 to 2013, Scott worked on-site with the USCIS Investor Program division, where he was a team leader for a group of economic and business consultants that modernized and facilitated USCIS’s adjudication of EB-5 investment projects. In 2014, Scott founded Wagner Consulting Group (www.wcgeb5.com), an EB-5 economic advisory firm. Also in 2014, Scott joined Regional Centers Holding Group as its lead economist. Scott’s past work experience also includes research positions at San Francisco State University and San Diego State University, and he was a senior business consultant at LECG Corporation. Scott received his bachelor’s degree in economics and business from Westmont College in 2004 and his master’s degree in economics from San Diego State University in 2010. Scott’s master’s thesis investigated trends in Chinese foreign direct investment in the early 2000s. His expertise and insider perspective have contributed significantly the exponential success of Regional Centers Holding Group.
Adrian J. Toh, Esq. – VP, Legal Services
Mr. Toh has been licensed to practice in the State of California since 2009. Mr. Toh received a B.A. in English Literature from the University of California, Irvine, and a J.D. from the University of California, Hastings College of the Law. For his EB-5 practice, he advises individual investors, regional centers and corporate clients on all aspects of the EB-5 program, including regional center creation and investment, direct investment, source of funds strategy, and program compliance. Mr. Toh has filed over 400 EB-5 petitions, and was instrumental in obtaining 10 distinct regional center approvals. Prior to joining RCH, Mr. Toh worked in the fields of financial planning, strategic debt relief, real estate litigation, and a wide spectrum of immigration law.
Scott Thompson – VP, Marketing & Global Communications
Mr. Thompson serves as the organization’s lead in developing new international markets. He also develops and maintains relationships with government agencies, trade associations and other global strategic partners.
Mr. Thompson is an alumnus of Azusa Pacific University, and has over 18 years of experience developing marketing campaigns and business development projects throughout the United States. During his career, Mr. Thompson has managed marketing campaigns that have successfully targeted millions of American households and businesses utilizing all advertising mediums including digital, print, telecom, broadcast, outdoor, and direct mail. As a business developer, he has assisted dozens of organizations in achieving their financial goals through customer and capital acquisition. Much of his capital acquisition experience came while serving as an officer of a large publicly traded bank where he helped secure U.S. Small Business Administration (SBA) 504 and 7(a) loans, and USDA Business and Industry loans for start-ups, equipment, and commercial real estate.
Leo Zhou – Co-founder
Leo Zhou has been a veteran in regional center business, integrating the EB-5 operation into U.S. federal lending programs such as the SBA 504 program.
He obtained his undergraduate degree in Foreign Affairs Administration & English at the Foreign Affairs College (Beijing) in 1997 and a Master’s degree in Computer Science at University of Washington Seattle in 2000.
Zhou had over 10 years of working experience focus in private banking and small business lending and financing at one of the top 3 banks in US before he co-founded the EB-5 start-up American Lending Center LLC (formerly USEDLC).
And he had won four times of annual Top 10 performer at the employing bank.
Michael Maguire – Director of Capital Markets
Mr. Maguire manages the deployment and servicing of ALC’s investor capital. He is responsible for originating and the underwriting of each transaction, as well as the ongoing servicing needs of our borrowers. In addition, Mr. Maguire maintains ALC’s relationships with its institutional lending partners.
Mr. Maguire has 13 years of audit, management and investment banking experience. In 2010, Mr. Maguire invested in Aileron Capital Management. He served as managing director and Chief Executive Officer of the firm’s FINRA-registered broker dealer. Over eight years, he led the group to become one of the largest non-bank lenders in the government lending industry. Overall, Mr. Maguire has been directly involved in equity/debt transactions totaling over $1 billion in a broad variety of industries, and has gained significant experience working directly with business owners to optimize capital structures and cash flow efficiency.
Mr. Maguire is a Certified Public Accountant in the State of Florida (non-active) and holds FINRA/NASD Series 7, 24 and 63 licenses.
